No way - "much of the time" indicates a high proportion of the time, whereas "often" refers to frequency of occurrence. So, you could scratch you nose once every half hour, which may be regarded as "often", but it would be incorrect to say you spend "much of the time" scratching your nose when it's only 5 seconds per hour.
