SGML is way cool, and there are different styles for it... very few people write directly in SGML, they usually use a program like frame.

look for books about frame sgml. or which ever program you want to use.

XML is not for technical writers, but some of the XML sub-languages are. notably XHTML, which has thousands of books on the subject, and sites like the other guys mentioned may help you online.
