The best one I've tried was from Amphigory (http://www.amphigory.com/) but Manic Panic makes a white powder called Virgin White that is pretty good too. (http://www.manicpanic.com/vr_pressed_powder.html) There is also a company called Stargazer that makes white powder, but I'm not a fan of their stuff and haven't tried their powders.

Okay, one. Adding that you're "goth" didn't really help your approach. The Gothic subculture grew off of a love of the Renaissance, and yes, they used powers and such, but nowadays it's little 12-13 year olds that think it's cool to wear black and think they are goth, slit their wrists, and cake on as much white paste from Walgreens to their face as possible.
But anyhoo~
Looking at websites that sell different kinds of stage make up could help push you along, as well as Halloween stores. I don't know any other store outside of the internet unless they are like Hot Topic that would sell white powder.
Below is a link that has theatrical powder, and it may help you.

i would recomend buying a concealer that is very light.
then buy foundation in the shade 225 from cover girl.
it is very whte.
to keep your face from looking shiny and oily, buy a compact in that same shade.
always buy the foundatin that has sunscreen in it. you can tell by looking to see if has spfand a number on it.

you can find those at your local drug store.

also use liquid eyeliner. it works better and dosent smear. very bright eyeshadow to contrast your face helps make you look lighter as long as it isnt a brown/beige/grey color.

wear sunscreen before you leave the house
