If I buy a new computer with a discrete graphics chip (eg. ATI Radeon) that supports DirectX 9, when DirectX 10 or 11, etc come out, will the graphics chip manufacturer (eg. ATI) be able to release drivers for download on their website, so that games that use DirectX 10 or 11, etc, will be able to be played on the old graphics chip?

yes, they will have to- not everyone thats gonna buy vista is going to want to buy a new dx10 video card..

Well it will not be the graphics cards companies releasing drivers. DirectX10 games will come with patches to allow them to run with DirectX9. There will be no way to make a DX9 card run DX10, so they will have to make the games run DX9.
