You need to keep doing the plunger. Make sure you have a good seal and really keep plunging. It'll work. You need to have a good seal to push the pressure through to break the clog.

Good luck,

Keep trying the plunger. If this doesn't work, get a hold of a drain snake and use that. That should take care of it. Sometimes, removing some of the water and pouring boiling water into the drain will help, as this will help disolve the paper. Good luck.

If a plunger won't do it there's something wrong, the paper towel should just disintegrate. . Try the plunger after awhile again. Then you'll have to get a snake.

Plunge vigorously for 20-30 seconds, one or two little pushes will not do it. Also it is not likely it was a paper towel, but probably several as you really shouldn't have had that much trouble from a single paper towel.

This sounds like there's more stuck in the toilet than just the paper towel.

I'd call a plumber and have him/her use one of those heavy duty wires ( SNAKE ) to grind the obstacle down.

Try a drain snake; manipulating one of those gives you more feedback: When the auger/snake hits the blockage you can feel/tell. Then just push thru it, and slide the auger/snake back and forth slightly to "shred" the blockage more thoroughly for flush out.
