Thirty degrees is not really that cold, most people need to keep their upper body (with all of the organs) warmer than their legs.

In some places where there is little moisture this is normal. the less moisture there is the less cold it will feel to the skin.
At 30ºC that would be summar like weather and would be very warm - but we know that's not the case LOL. At 30ºF that's 2 below freezing and yes it'c sold.
Meanwhile, some people have a different confort level. If this boy is active he loves cooler weather and keeps warm while running around.
There are signs you should look for in this case to see that this young one is safe. If he exhibits signs of being cold, shivering, etc, then you may want to check and see if this child is OK.
Any suspician of inappropriate dress as a result of neglect is something not to take lightly.

I am from Alaska, and in the winter when the sun is shining, and there is no frost on the cars, it is time to break out the shorts.. 30 degrees is warmer then what we usually have, so if we have REALLY cold days, like 0 or below, and then a day of 30 degrees, it is a heat wave.
Plus where u live at, other ppl could be visiting from a colder climate.. :)

Yeah, I've never understood that whole wearing shorts in the middle of winter business either. I live in the Western USA and I see people walking around in shorts and flip flops all winter like they're living in the Sahara Desert.

Well, look at it this way. I went to arizona, and it was 60 degrees out. the locals were wearing jackets and long pants, while my family from wisconsin was wearing shorts and t-shirts. I think it is a matter of comparison.

Some feel it more than others. It is strange for us living in the more northern climates to come south and see people wearing jumpers, balaclavas, gloves, etc., where we can walk about quite happily in T shirts and shorts.

Why ask such a stupid question? You need to worry about your self and not everyone else. That's what is wrong with our world today, every one is in to every ones business but their own.
If a person wants to wear shorts in 20 below weather then that is his business not yours are mine.

How old was he? My bro when he was 10 or so insisted on wearing shorts in the winter...and pants and long sleeve shirts that summer, I know...weird. Was he exercising? It is strange, though.

When i went to Sydney, me and my friends were walking around in shorts and t-shirt and it was only their early spring time.
this was quite hot for us about 25-28 degrees celcius (dno how 2 spell it) and it was in the shade walking through Sydney, of course we got some very strange looks with the locals dressing in warm clothing and suits on.
it depends on where your from and how your body temperature reacts.
I am from England and obviously found it very hot in Sydney
