I use Fantastic to clean my toilet and some times I dump bleach, are thoes safe for my septic?

Yes both products are fine but never mix bleach with any other chemical or never mix different chemicals together period. This is very, very dangerous.

Tho either of the items you mentioned are OK, I would suggest you make a habit of using them "independently"
-- that is, flush after using one before using the other.

There are some combinations of toilet cleaners that if mixed would free up toxic chlorine gas from the bleach.

Your septic tank will -- as far as I know -- have bacterial replenishment from the waste that's coming in so that it's operation won't be curbed; cleaning septic tanks however is a routine maintenance that has to be done -- thankfully not very often; I'm thinking decades unless there's an unusual load placed on the system for a long period.

Yes, as long as it's a good cleaner. I don't see what the problem would be.

I have always used Lysol bathroom toilet cleaner myself.
