If you mean by "use", increase entropy, then yes. All things radiate light, called black body radiation, and therefore increase the entropy in any closed set..

Not unless you count a few picoamps of leakage through the wires.
Or you have a flourencent fixture that has power applied. (The ballast will still use energy without the bulb). Or you have a dimmer switch. Or your husband is standing there with his finger in the socket.

Light is a form of energy. If you want light in a room you use energy to produce that light. You can use a candle for light. You are using chemical energy as the candle is burned.

No, the bulb completes the circuit. WIthout the bulb in place, no electricity flows. Unless your bunny chews through the wire, and then only a little is used, when he gets zapped. It's actually happened.

no because because the light is off so their is no energy in it it uses energy if the light bulb is on

Light is tiny bundles of energy called photons. Without energy, there is no light. Not all energy produces light...as we can see it, but all light is energy. It doesn't use energy, it is energy.
