1. Most important make sure that there is NO power to the lamp socket.

2. Try a couple of things.
A. Use a pair of pliers
B. Use another bulb with the same size base as the one you
are trying to remove. Screw the bulb into the old bulb's
base and then unscrew both at the same time from the
socket.
C. Use a cut potato

Unplug the lamp, or if a built in turn off the circuit breaker.

Take a potato and cut it in half. Place the potato on the broken bulb - pressing it unto the glass. This should give you a good grip on the bulb and you can then unscrew it.

I had this problem this morning, and the plier method didn't work for me (pliers kept slipping). Didn't want to sacrifice a good potato and go to the trouble of carving it to fit.

Saw my silicone putty earplugs, which I keep in constant supply for swimming and loud concerts. Squished 3 of the silicone putty earplugs together, and then easily fitted them into the base of the broken lightbulb. Grasped and turned, and was very quickly able to unscrew and remove the base. Then used the edge of the putty to pick up small pieces of filament inside the lamp.

Totally worked, and WAY quicker and easier than any of the other methods I found on the web. I used earplugs since that's what I had available, but any kind of putty should work.

Make sure power source is turned off first! Unplug or turn off at breaker...then you make use a pair of plyers to safely remove the broken bulb by grabbing it and slowly turning. Again, make sure the light has no power before doing this, if you cant follow that simple precaution then you can pay an electrician 50-75 bucks to come to your house and do it for you.

Cut the potato in half and jam it atop the broken bulb. Then unscrew the bulb out the socket.

Take the potato, cut it in half, and then push it in to the light socket(with the light off) and then turn the potato the way you would turn the light to remove it.

Eh?
Turn the power off, and use a cloth to unscrew the remainder out.
