Sure you can. If you can get your pencil dick into the end of a balloon then you may not need to worry about condoms for the rest of your life!

I wouldn't recommend it.
Ever noticed balloons start to shrivel up over time and eventually go almost completely flat?
This is because the rubber material most are made from is not completely airtight and air molecules can pass through it - if sperm is also small enough to pass through the surface then your next balloon purchase could be for someone's first birthday!
