Video footage shows that Hussein refuses a hood, but the executioners do place a black cloth around his neck. What is the purpose of that cloth?

I would guess it prevents abrasion to the neck and allows the rope to slide freely.

oftentimes that black fabric is a hood going over the completed head. Saddam didn't want the hood over his head. The hood protects the witnesses from seeing too gross sight of the neck being stretched and broken besides as facial distortion. Saddam didn't want to positioned on the hood, so the hangman basically hid his neck from view. If the hangman measures the rope length incorrect - Saddam would have been decapitated or directly to wanting a rope his neck would not have broken and he could be conscious threw the gagging technique till he died.

A witness to the incident told a reporter that after Saddam refused to wear the hood on his head then one of the executors just placed the hood-cloth around his neck and wrapped the rope over it.

I am guessing so that it does not twist his body as it tightens around his neck and allows for a quicker "snapping" of the neck to kill him. I have heard such things being said that it contained a metal or hard plastic sleeve to actually not kill him, like a magic show. I doubt that it did, but until people see his dead body on display, (I know thats ghoulish) the people of Iraq may NEVER rest assured that he will NEVER return.

Islamic tradition says a man should wear black when being hung or tortured(that's why we put black hoods on the terrorists we tortured at Abu Ghraib. It was to not offend them). Now, If they face the firing squad or a beheading, they wear red to signify the blood spill in the name of Allah. I'm sure its in the Koran. Hope that helps.

so the rope won't cut into his neck and pop his head off when the door opens and he drops and before u say that wouldn't happen it happend in az once and that why they can't choose death by hanging any more

This was a black mask just like what the men round him were wearing so he should have wore It but because he is STRONG and BRAVE enough he refused wearing it so they put it round his nick.
