have you set up your pop3 and smtp settings....this pretty much tells outlook express where to recieve and send mail.

was so glad to see this question. i cannot get mine to work either. i really have had that prolem for years. i try ever so often when i get a new computer etc. but it never works. really hate outlook. stupid software.
