If you are talking about liquid eyeliner, it just takes a lot of practice. Use a very light touch, and line as close to the lashes as possible.

If you are talking about pencil eyeliner, it's a little bit easier. Again, just use a very light touch and line as close to the lashes as possible. The trick is to do it in a dotted line- make short dashes along your lashline, then go back over it with a Q-tip or your finger to smooth it into one long, thin line.

I have tried both pencil and liquid eyeliner. I find liquid eyeliner smoother and more defined looking. The secret to a smooth line is the brush. I have bought some cheap liquid eyeliner with a brush so thick that it was just a mess applying it. Also, before applying it, make sure to remove the excess off the brush. Some people get a straight and smooth line while having the eye closed, but I find it easier if I have my eye opened. It takes practice, but a good eyeliner will definitively make it easier.
If you choose to go with the pencil, make sure you sharpen the pencil (with a good quality sharpener) every time before applying.

I usually try to hold the eyelid out from the side, and also up from under the eyebrow - the lid lifts quite a lot, and you can get the pencil in right on top of the lashes.

If I mess it up with pencil, I deliberately make the line really thick and dark, and then run a Q-tip over it - it will take off most of the line except the bits closest to the lash.

I learned a long time ago that instead of using the regular eyeliner it is easier to use the liquid liner. I remove most of the liquid off the brush then pull the outer side of the eye making the lid taunt. Then slowly apply the liner. The liquid seems to have a better coverage and doesn't smear or run.

Liquid Eyeliner never comes on in a thin line. Definetly use an eye pencil. You can buy them in different levels of thickness, and they're easier to handle.

I put mine on and then dampen a Q-tip and go over it, reducing the thickness of the line. You have to do it while the liner is still wet, right away. I get really nice, smooth, thin lines that way.

When you are putting it on, try not to press as hard, you need to have a light hand if you want a thin line. Maybe you can place your arm on the counter for a steadier hand so you can make a thinner line

If you are using a pencil, make sure it is freshly sharpened with a fine point and resharpen if necessary. You might also want to consider using a liquid eyeliner.
