I have read very good things about The Red Pearl. There is one in Pasadena and in Huntington Beach. It is Asian Fusion and the owners have had very good success with some of their other restaurants.
The Spaghetti Factory is also a lot of fun.

How about Maggiano's for family style Italian? We had a big group in our party, people of all ages, and it was very accomodating. There's a full service bar for the adults and lots of choices on the menu for everyone.
Check out their websites for locations.

Is there a Melting Pot in LA? Fondue is always fun on birthdays. It can be a little expensive, about $35/person.

That's vague. How old is your sis? Does she drink? What is cheap or expensive to you?

Somewhere like Outback or Fridays would be good, yet laid back and family friendly.
