Since the lines are perpendicular the slope of the line you are looking for will be the negative inverse of the slope of the first line.
The slope intercept form of 3x-2y= 5 is y=3/2x-5/2 so the slope of the line you want is -2/3, so b1 = -2/3.
Put b1= -2/3 and (x=2,y=1) into the equation of the line you are looking for and get
1 = -2/3*(2) +b0, solve for b0. b0 = 7/3
