I have checked the filter to the fan house and it is clear and don't see any air flow blockage.

How old is your laptop? It may need a good cleaning. After use, or no use dust "a computers worst enemy". Builds up in the cooling fan and on components like the temperature sensor in the Laptop. Which makes heat build up faster. The individual components can't get the air flow they used to because of the dust build up causing your fan to come on more.
Get a good cleaning or do one yourself if you feel competent to do so. I bet it'll be cooler and speed up a little, but just a little

the more you use it, and he longer you use it. the more the fan will turn on. it needs to cool off more from the useage and will turn on the fan. buy a chill mat for your laptop to help protect your laptop from heat surges or draining the battery from using the fans. they are about 15- 40 dollers at best buy, circuit city, or office depot.
