It could mean courting someone, but it doesn't have to be used in the romantic context. It's like doing everything you can to convince someone to do what you want them to or to believe what you want them to believe. You could also woo your boss into trusting and liking you by impressing him every chance you get.

Flirting and trying to get someone to like you. You can woo someone by giving them flowers, or chocolate, or taking them out to a nice restaurant. Basically, doing anything for them that you know they will really like.
