The black bears of coastal BC are active all year round. Yes they are more active during the salmon run. The salmon run is in the fall, around here anyway.

There are plenty of bears in and around Vancouver, especially North Vancouver, but its in the BC interior where you get the usually solitary Grizzlies lining up along the banks of rivers in the dozens waiting for the salmon that is a truly daunting sight.

Bears don't really hibernate anywhere, (its another one of those urban myths) and if they do anywhere, its not around here (Vancouver) - its too warm in the winter. And besides it is really stupid to try to get next to a feeding bear anyway; just leave them alone and everyone will get along just fine.

Bears are already hibernating, so you won't see Yogi or Smokey running around this time of year. Come back in late March when they will be awakening from hibernation and the salmon runs will start along the rivers.

During salmon season... usually spring and summer... and early fall when they are getting ready to hibernate. There shouldnt be any bears out right now. I live in the Shuswap of BC.

a.the coastal mountain ranges force incoming moist air to flow upward and cool, causing it to drop large amounts of water. On the eastern side of these mountains, there is little precipitation and the descending air also absorbs moisture. I live there. On the inland side of the mountains it is more of a rainshadow effect that receives little precipitation.
