Formal is a ball gown. Semi-formal is more of a cocktail dress.
(Business would be a suit and Casual would be slacks, or a dress made of a casual fabric like cotton or denim)
Basically, you want to look nice and "dressed up", but not over the top. Semi-formal is what lot of people wear to weddings these days, if that helps any. Likewise, the classic "little black dress" is the epitome of "semi-formal".

Don't wear anything poofy--that SCREAMS prom. Go with nothing below the knee. Stick with that and you should be fine.
