In the root of your website create a text file called .htaccess (note the dot at the front) place the following content in it

order allow,deny
deny from 123.45.6.7
deny from 012.34.5.
allow from all

where the numbers are IP addresses you wish to block

If you're using a router, you can go into the router settings and block entire ranges of IP addresses that correlate to the sites you want to block. This is not for the uninitiated, but it's not too difficult either. Just get out the manual for the router you use and go to the section on blocking IP addresses.

you can't block someone from viewing your webpage. if it's a page like myspace, you can change it so that your profile is private and that your friends can only see it... however, if it's your own personal website, there's no way you can block individual people from viewing it. sorry. :(
But...
If you rent with a major host, you will have a user CP panel. In there you should be able to do this, if not you may have to select the whole block range.

If you mean via MySpace - set your profile to PRIVATE

If you have webhosting that allows SSI (Server Side Includes), try this script I found:
http://www.javascriptkit.com/script/script2/blockip.shtml

If you use proper paid for webhosting on an Apache / Linux server (like I do), then read this article on .htaccess
http://www.javascriptkit.com/howto/htaccess.shtml

IF you have to do it via a free Geocities / Angelfire type hosting account.......... I've consulted every online resource I know for Javascripts, meta tags, etc........ and it looks like you're screwed.
