There are roses so dark red that they can appear black; or at least extremely dark. Taboo is one, and so is Black Magic or Ruby Celebration.

Blue in nature is often like a lavender or mauve. It does not appear true in roses like it does in delphiniums or columbine or forget me nots. There is a rose called blue, but it is not a true blue colour. The closest things that even come to it are Lagerfeld and Sterling Silver, which look, in certain lights, like a silvery mauve colour.

Black roses do not exist in nature. White roses are usually dyed in black pigment to create a "black rose"

Blue roses have been created by genetically altering a red rose, though

I know that there are roses that are so dark red that the tips of the petals are black.

If you have fresh cut white roses and put them in water that has blue food colouring in it, the roses will suck it up and the white rose will end up with a blue tinge and blue tipped petals.

No. There are none. Black - hard to understand why people want any black flowers. Spooky to me.
Blue - many beautiful blue flowers exist. But no blue roses. And everybody wants what they cannot have.

I had one blue rose planting. As noted, it was more of a light lavender color. It was a very finicky hybrid and finally succumbed to the elements.
