I have tried to use htaccess to block certain IP's I do not want on our site..It works but I can NOT block this one dial up IP. Why is this so? I cant understand what I am doing wrong. Thank you

Unlike a broadband connection, in which the IP Address is largely unchanged, a dial-up user will obtain a different address almost every time.

You will need to block the whole range of addresses by dropping the last octet from the directive like this:
deny from X.X.X
