I have tried stainless & copper cleaners, they don't work.

No chemicals. Pewter is basically tin. So the stainless and copper cleaners may have messed up your cleaning attempt already. Since you have already done this, you may as well try
my mother in law's trick, which actually works pretty well:

Take a cabbage leaf, wet it, and scrub the pewter. I don't know what's in the cabbage, but it does work. I did learn from her that my pewter wasn't supposed to be shiny.

maybe you might want to try CLR. Comes in a bottle with a red,green and black stripe I think on the front of the bottle. Anyway CLR stands for calcium,lime and RUST.

Try ajax make like a paste and let it sit if that does not work try a wool pad or sos pad. If that does not work paint over it.
