I once saw a really good programme about an Italian guy who grew lovely big garlic bulbs in London.
His advice was that good garlic should be grown like a baby and planted on a full moon in October and harvested on a full moon in July. Taking exactly 9 months.
I tried it and got the most magnificent garlic!

any time now is fine get it done before feb to ensure enough cold to stimulate growth
if the ground is too frozen or waterlogged garlic does very well in pots
harvest in summer when the leaves turn yellow and hang up in a cloth bag or net in the sun to dry before you store it .

Any time you can get them in the soil. If you can do it in the fall they will be more rooted earlier. If your ground is rock hard now like mine wait till the earliest spring thaw.
