I would have to say ralts is better exceptionally if you start to raise it from the beginning of the game!

I've played through emerald hundreds of times and i say ralts i was always more reliable and it was more powerful and i leveled faster than abra but thats my opinion as the others said it depends how you look at it.

obiviosly you want phychic type so here are what you can get:

ralts ~ ~)
abra ~~)
meditite, medicham
spoink,grumpig
solrock
lunatone
baltoy, claydol
natu, xatu
girefarig
beldum, metang, metagross
latias
latios

and that is all the pokemon that are physchic in sapphire wich is the same as emerald. plus i know this as i have completed sapphire and i would say ralts and natu are good choices.

ralts because it learns more moves like confusion at level 6 and all abra can learn is teleport

benefits of ralt's full evolution (gardevoir) - better physical attack (perhaps a ghost move, like i did), better physical defense, and higher hp, even higher special defense. gardevoir can take a hit

conversely, abra, when fully an alakazam, has much more speed, and higher special attack. the purpose of alakazam is the same as houndoom. they aren't meant to be able to take punches. they are supposed to knock stuff out their first try - it's a nice idea to breed moves like fire, ice, or thunder punch into them, for variety
------
for myself, what would i prefer? an alakazam, maxed EV on special attack and special defense, fire punch as one of it's moves
