He has the genetic skin disease Vitiligo which attacks the pigment in the skin, he used to even out the patches of light skin with dark makeup but it got so bad that he had to start evening out his skin with light makeup!!

Michael has a disease called vitiligo which affects ethnic minorities more than white people. It is a disease which strips the pigment (colour) from your skin. Many people say that he used white foundation to cover up the remaining brown patches so that his skin would look even, but why didn't he use brown foundation instead??? Only MJ can answer that.

He answered that question many years ago on a special he did with Oprah Winfrey. It was one where she toured Neverland Ranch and interviewed him. Anyway, he told her that it's a disease that's called Virtiligo. The disease causes your skin to go really really white and there's no cure for it.

Although Jackson's skin color was a medium-brown color for the entire duration of his youth, his skin has lightened gradually since 1982, becoming light tan around 1987-1991, and today is a white color although it is not clear how much makeup affects its appearance. He claims he has this pigmentation disease which causes him to loose the color in his skin. However, Debbie Rowe, who was his nurse, said that he did bleach his skin to look white.
MJ has some serious problems. He wants to be white. He's never dated a black woman, and he dyes his children's naturally dark hair blonde so they look white. It's pretty sick.

i think he has that disease where he lost the pigment in his skin. However it doesnt usually change evenly like that so maybe he had the rest of it bleached so it wouldlook even. Or maybe he is really just a plastic surgey freak and had all of it bleached on purpose. I am not sure.

You're gonna have to ask Mike! I personally think he had plastic surgery, but he insists he has a disease. Who knows, and at this point...who really cares? He's really disappointed his fan base in the last several years, including me.
