Any banks in New York will not let you get debit/checking until you are 18 years of age. But if accompanied by a parent, they can help you get a custodial account with both your name and your parent's name. When you are 18, your parent no longer needs to be on your account anymore. Also, I believe you are able to get a debit card once you open the account.

If the account is for you and you are to be the sole signing authority on it, then I would expect the legal age of majority. If the account is for a child and a parent or guardian must co-sign withdrawals, then it could be any age.
