Yes, toe rings are just jewelry. They can be worn by either sex. I am a straight male, and I wear a flat 3mm, 14k white gold toe ring on the index toe of both feet. I wear the solid non adjustable kind. They are real comfortable, even in closed shoes that I never have to take them off. Check out those made by footcandy.com
I think that these are the best you can get for the price.Other websites you can check are mauitoerings.com, and shelbyslaguna.com. I'm sure if you go to these websites, you can find something to your liking.

While they do not make particularly "manly" styles. Most toe rings are rather cheap and adjustable in size so they can fit most toes.
