450,000USD for a fixer upper, are you nuts? A half a million will by a new macmansion on several acres in Atlanta.

As of last week, Napa had listings in the $420-ish area. Decent neighborhood, 1 BA 2 BR. I have no clue what's wrong with them though. Something has to be wrong for the prices to drop that low. I even saw one that dipped below $400K. Either the bubble is bursting, or those places are true fixer-uppers.

Solano County. Vallejo and Fairfield especially. Santa Rosa/Petaluma is good too. But you probably won't find anything in Marin, Contra Costa, Alameda, or the other immediate areas.
