I think he had a pair of laces hanging like that under his pant leg, while the real laces were tied all along. He must have had a string or something to yank them up his pant leg and just shook his pants to make the real tied laces fall out.

You can see laces do not fall in a natural fashion. They must be tied by some thin string or something [you never see the guy's hands]... I guess!

from what i can make out it is already tied and under his trouser leg. the bit you can see is another lace that is attached to a bit of fishing line that he pulls up when he is shaking his foot about. once it is pulled up he reveals the already tied knot

Alot of practice or maybe video trickary? like cutting parts of videos up etc..inserting other bits...
