Businesses such as banks and commercial offices tend to have reduced opening hours in Spain during August and certainly if you are waiting for anything official to happen such as house purchase etc. then you can forget it until September.
But all shops, restaurants, attractions etc.are very much in full swing as after all it is the main tourist season and nobody wants to lose out on that.
August in Spain is also a great time for ferias as all major towns and I should imagine every village too has a feria at some point during the month.

it depends which country u are visiting. u probably heard that because as it is usual in Europe most of the working class takes its holidays on this month and mainly the ones working in public companies.
what is more Christians and Catholics celebrate the Birth of Virgin on the 15th of August so this date is a public holiday and 9 days after that as well.
But i'm sure u can find some kind of store open on these days for the everyday shopping. what is definately sure u have to buy bread lol and check twice any travelling dates and services u are to use around the 10th to 20th of August
