You absolutely do not what to use any kind of flammable material to insulate electric wiring. that is cut in stone. Use only non flammable material for electrical insulation.

And neither highly basic or high acid as they are both electrolytes and will conduct electricity. You want a neutral material that is non flammable.

And if that is questioned about not using either basic or acidic material, inform whoever is questioning you that both basic and acidic materials are used as electrolytes in batteries which means they will conduct electricity. And make poor insulating material.

because flammable is dangerous! electrical wires can get quite hot
highly basic material has ions, so it conducts electricity instead of insulating it
highly acid will eat up the metal of the wire, so it would be bad
