In Louisiana, you need to contact the Dept of Social Services as they are the agency responsible for regulating and licensing day cares. Check with them what you need to do to operate a child care business from your home

Louisiana Department of Social Services
Executive Office of the Secretary
Bureau of Licensing
2751 Wooddele Blvd.
P.O. Box 3078
Baton Rouge, LA 70821
Phone: 225-922-0015
Fax: 225-922-0014

The first step is to prepare a business plan. Even if you will not be applying for a bank loan, a business plan helps you to think through your business - what it needs, who it will benefit, how much it will cost, and what is its potential. Here are free business plans on childcare business that you may want to look into:

It is also important that you learn the tax rules affecting daycare centers, especially if you are going to open one from your home. Here is the IRS page on child care centers: http://www.irs.gov/businesses/small/industries/content/0,,id=99878,00.html

You must first get your home inspected by the state, then after inspection just put a add in the paper with a phone line dedicated just for this business....you will be amazed by the results..charge $5 to $10 cheaper than the closest daycare.I think you are only allowed to watch 6 children though....
