The best place is to put one together yourself from parts from a wholesaler or distributor.
You will end up with a better performing computer and probably for less money as well.
Unless you are talking about a laptop thats quite a bit more difficult.
Factors I would consider if buying a prebuilt retail machine..
Quality - is it upgradeable? Is it put together with quality parts... i.e.. is the motherboard, hard drive, powersupply or some other part going to break down on me.
Price - always a factor of course.
Warranty - does the retailer offer their own warranty as well as the manufacturers warranty or if something breaks am I going to have to send it away somewhere. etc..
Service - Can I call a live person, that I dont have to pay money to for every question I have.. and do they know what the hell they are talking about and can I understand them.

Dell or gateway.
I bought a gateway back in 1995 and its still running great todate. Bought another gateway in 2000 for my daughter and it ran great. No problems. Still running great!
Dell, Bought one back in 1999. Had some hardware problems. Dell sent a rep out and replaced the hardware at no cost.
5 years later I ordered a memory stick from dell, I put it in and it shorted out the mobo. I contacted dell and they replaced the mobo, memory, and power supply at no cost. Even after the warrenty expired.
So, I would go with either company. You may also want to look into building your own. It's not as hard as many think. I build a new pc every year and sell off my old system. Just because I enjoy building them and keeping with new technology.
Best of luck!

Lots of reputable stores carry a wide variety of PCs.
I would suggest places like Circuit City, Best Buy, CompUSA, even Costco ( in the USA ). You will not get the lowest price, but the premium is not that bad. DELL online would also be a place to explore.
Good Luck.

There are lots of good suggestions so far, but I have to say DON'T go to CompUSA, they're overpriced and have a crappy return policy.
If you're buying a laptop, HP is making very good ones at a very reasonable price.
