Could anyone know what is "China Clay Washing Plant " mean? (I do know what is china clay.)?

China clay is dug out of the ground, as are all other clays. That means it contains stuff other than clay, including twigs, stones, dirt, etc. To make it wonderfully smooth and consistant for making fine pottery, it is normally washed and dewatered to remove the crud. It may be dried or filtered wet to take out the larger particles and flowed into settling tanks to remove the sand and pebbles.
Outside of industry, a potter digging her own materials has to clean it similarly.

it usase Anhydrous Aluminum and Silicate chemicals.

It tends to be "mined" with strong jets of water, so I suppose the washing plant is where they get rid of all the stones and other rubbbish that gets washed out as well.
