How would I go about raising the concrete in my drive way so that the water can run down properly. What method will I use?

Topping the concrete will most likely not work. You can hire a professional to "mud jack". They will drill holes in the slab and pump concrete into and under to raise the slab. It can be costly, depending on how much you need raised.

The only other way to do this is to remove the lower slab and replace. Good luck.

Concrete over concrete is a tricky issue.
An alternative to more costly methods is to create a dry-well near where the water would normally collect.
Or drains near the same area(s) leading to a dry-well.

Overlay the concrete slab with bituminous asphalt at the desired grades

I think the only proper way to fix is to start over with the right fall in the slab. What about a cement topping over the slab??

sorry brother...I'd have to see what your doing and how big a project your up against....I'd be concerned about cracking a slab.
