The physical connection is at your home through your phone line. So, you can access the signal outside your house if you have a wireless access point, but not for great distances (at least not without a powerfl antenna.)
Other than that, no really. You can be at someone else's house that has DSL and connect their DSL system using your ISP settings provided they have the same provider, but then you're not really using your DSL - you're using theirs and only logging in with your info.

you're pay for it, and the DSL will transmit the information as quick as a million.5 mpbs, and could not slower than 384 kpbs. all of it dependents on how busy the line because the time you're connecting to the community.
