Party City definitely carries the balloon bag you are looking for. It costs around $10-$12 range.Since you'll be doing it at home, shorten the length of the bag and inflate it with 12" balloons inflated to about 9".

Check your local party store, they might have what you need. It is a type of netting, but it has a string you pull to open the netting so the balloons drop.
