It sounds like it could be your pop up blocker. Check your tool bar at the top of the home page. It shows a page with a red circle and line going through it. Mine currently says "7 blocked" If you click on it, it will enable pop ups. If it's not that, click on "Tools" and Internet options. Go to the security tab. Check the bottom of that tab page to see what it says. You can adjust the pop up settings.
