He has three choices.
1. He can buy a phone on o2.
2. He can buy a phone which is unlocked to all networks.
3. He can buy a phone on another network (i.e. orange) and then buy the code for that phone to be unlocked to all networks from somewhere like eBay.
I personally would find the first option the easiest.

If he doesn't want the hassle the easiest thing would be to buy a PAYG phone on the O2 network.
You can get phones chipped for about £10 though so they work on any network

Your brother can go and buy a phone from the manufacturers outlet rather than from a telecom operator like Orange or O2 or Vodafone. This way he can be sure that it is network agnostic and will function optimally too.

sim loose, permits you to install any sim card you want, so sure this is not locked ot a community. you're extra effective to purchase it on o2 and get a deal. in case you employ your telephone sufficient for it to fee you more suitable than £2.50 per week, you're extra effective getting a settlement, and this may furnish you with telephone at decreased fee or loose even. I easily have settlement and it extremely works out because I were given it on particular deal, that I pay £2 per week after the settlement is over for the line apartment, as relax is going on fee of telephone.

Just buy a cheap PAYG from Argos or such ans change the SIMS over, works a treat, same number, no problem, keeps all your directory and such

he can put the sim card in almost any phone, but if he's paying for service now, he still will have the service in any other phone. he cant just switch it to payg unless he already has that.

I believe that if that sim card is old, you need to change it. Because, if you don't, you will not get the service bars, which Cingular has recently put up. Even if you change your sim card, you can still keep the same number that you have.

you can get phones unlocked really cheaply - less than £5 on the internet so he should consider that in his purchase. would be easier to get an O2 one though.
