I am in California and want to wish my friend who is visiting Italy a happy new year when it is the new year there.

Italy is GMT +1 and California is GMT -8. That means when it is 12 AM for you, it is 9 AM for them. (9 hour difference).

It will be New Years for them when it is 3 PM in the afternoon for you :)

According to the site below, it is, as I answer 10:07 am in Los Angeles and 7:07 pm in Rome, so 9 hours.
