First of all, yes, Koreans are considered humans, just as people from any other country.

Second, during WARTIME, a death on the battlefield is not considered 'illegal'.

What Saddam Hussein did during his dictatorship (killing thousands upon his say-so alone) IS considered illegal. What he did IS a crime against humanity.

Thirdly, apologies from the governments will not bring back the deceased.
