Friends like that are more like acquaintances. True friends put as much into a relationship as you do. If you are the one making all of the effort, then something is wrong. Don't let it become a habit because you will get walked on. Stay cordial with those friends and make some real friends that you can rely on.

Take the clue! "L" These are not friends! You need to first know who you are. Then seek people who enjoy the same type of interests you have. Once having a secure friendship with someone, then venture to meet and interact with people of varied interests. At least you will have one true friend who understands you and you are not just hoping to be accepted by uncaring others. So you can have security in friendship and build confidence moving outside of the established friendship at the same time.

firstly are you sure they have your number?
either ignore them or
at school ask them if they want to hang out after school if they say yes thats cool tell them to ring you. or
wait for someone to ring you up and then you know that they miss you and want your company.
its hard but if they dont call you they only have you there to make up the numbers
it might be better to becomes friends with someother people in your year who will actually ring.

once in a while i like to send people emails just to check in on them. everybody loves to know they are being thought of, so maybe try it.
if you don't have an email or don't really used it, make plans a few days beforehand with your friends and if you are afraid none of them will show up, invite a larger group than usual. if none of them actually show up, definetly get new friends.

If you a l w a y s is the one who has to call, you're probably not that important to them. My advice is to keep being friendly to these people, but try find *real* friends who cares about you. You deserve it!
