When they ask you to upload or paste a resume, but say nothing about a cover letter, is it expected that a cover letter be uploaded as well in the same file as the resume?

Yes, use the cover letter to expand and highlight your experience and accomplishments. Shows the prospective employer that you have the initiative to "go above and beyond".

I would suggest that you also upload a cover letter. But first, check if the forms has a place where you can introduce yourself. The idea of a cover letter is to introduce yourself. If they don't have, then it is advisable to upload one as well. Good luck!
