Reports are collected by several agencies including the FTC and the Secret Service http://www.google.com/search?hl=en&q=nigerian+scams&btnG=Google+Search but nothing much can be done about them until foreign governments take the problem seriously. But for them to do that, they will first have to take corruption seriously, which they don't.

just go to the police department to report the crime... oops I am sorry, I thought you were asking about writing fake checks... its early, and I guess my brain is not on yet. ;)

Your local police would be a good starting point, then, possibly, the FBI
