I'm not sure that it had a purpose and wasn't just a (dumb) fashion fad, but wasn't that the time of the "dress for success" movement, where women wore suits to show that they meant business? The bow could have been an attempt not to scare men by seeming TOO competent--you know, to add a girly touch to a rather severe ensemble.

Was there any use for any of the fashions of the 70's and 80's?
Looking back at pictures of me I think Wow! Did we think we looked cute?

To make grown women look like kittens wrapped for Christmas. It wasn't a good look.
