To download music from a specific site, I have to be located in a specific country. Is it possible to change an IP address or do anything to make it look like I'm accessing the site from that country? If so, how? (please give details)

Get into a proxy server which redirects your IP from where u are to the country u want to pose as comming from, and to the sites u want. For specific details go to any search website and write proxy servers.

No, you really can't change your IP address to another country.
You could use a VPN to access a foreign internet connection.
But hey, don't steal digital media. Just buy from iTunes or emusic.
