Artesian water is a condition of groundwater.
A series of sedimentary rocks disposed in such away that water bearing layer (aquifer) holds water under a pressure head between two impermeable layers. This is called an Artesian Structure. When a well is sunk, or a fracture develops in the upper layer, the water in the aquifer comes out to the surface all by itself. This is Artesian Water. Name taken from the basin of Artois in France.
Not clear ? Suppose, you have water in a pipe, closed at one end. Keep the closed end at the floor and raise the open end to make an angle of say 30 degrees. Now, in this condition, if you pierce a hole near the bottom of the pipe (near closed end), the water will come out of the pipe with some force. It is the similar but natural condition.

Artesian water is simply water that flows freely from the ground, under pressure. It is not surface water, but usually takes the form of a spring that bubbles up to the surface. It is caused by water from the subsurface becoming pressurized by a confining rock layer and then eventually finding its way to the surface through cracks or fissures. Most commonly found around mountainous regions.
