It may be the program is already uninstalled, or just deleted, from your computer, and hasn't left the Add/Remove Programs section. This is due to an improper uninstallation procedure that left remnants of the program scattered throughout Windows.
I suggest downloading CCleaner (www.ccleaner.com) and running its registry cleaner. It will delete these file remnants and generally clean up Windows so you don't encounter near as many of these kinds of errors.
If the program was not uninstalled or deleted, and is still on your computer but won't uninstall, and may want to find the folder it is housed in (more than likely somewhere in the "C:\Program Files\" folder) and delete it manually, and then run CCleaner. Though this may not be the safest method, it will get it off of your computer quickly.

in a situation like this i normally install the offending program again and then uninstall it
by using this method you will install the "uninstaller" file which in your case is missing at the moment,and then when you try to remove it you should have no problems
this method works with all type of programs including hard to remove anti-virus such as norton and mcafee

either your installation went corrupt or it is a spyware,though the first case is the probable one.i recommend u download any third-party uninstaller software
