All Top-Level Domain (TLD) names are assigned by the Internet Assigned Numbers Authority (IANA). The first generic TLDs (gTLDs, top-level domains that aren't just a two-character country code) were assigned in January, 1985.

I don't know if anyone actually invented .com but the creator of the World-Wide Web was Tim Bemers-Lee
